As a policy analyst, Miller works primarily on Education Sector's undergraduate education focus area, with an emphasis on improving learning outcomes, degree attainment, cost-saving techniques, and student financial assistance.

Prior to joining Education Sector, Miller was a program associate in the Education Policy Program at the New America Foundation, where he researched, analyzed, and published commentary on a variety of higher education issues relating to access, quality, and affordability. While there, he published "Rethinking the Middleman," a policy paper on the history and need for reform of federal student loan guaranty agencies. He also testified at a joint congressional hearing on the need for wealthy institutions to devote a larger percentage of their endowments toward recruiting, retaining, and graduating low-income students. Miller holds a bachelor's degree in economics and history from Brown University.
